The independent entity referred to in subparagraph (a)shall establish a list of experts as follows: a section of members nominated by an organization representing preshipment inspection entities ;a section of members nominated by an organization representing exporters;a section of independent trade experts, nominated by the independent entity referred to in subparagraph (a).
