WHEN an offshore well stops producing oil, what should be done with the rig? One option is to haul it ashore, break it up and recycle it. This is expensive. For a big, deep-water oil or gas platform, it can cost $200m. Just hiring a derrick barge massive enough to do the job can cost $700,000 a day. But there is an alternative: simply leave most of the structure where it is. That is what you would expect a greedy oil firm to do: despoil the ocean just to save a lousy few million dollars.|| The surprise is, the cheap option may actually be greener .||

Much of the slowdown is the result of fumes from diesel cars, which were championed by successive governments because they use less fuel and thus produce less carbon dioxide than petrol cars. In 2001 only 14% of all cars ran on diesel; by 2013 the proportion had increased to 35%.|| (Greener “hybrid” and electric cars have increased ninefold since 2006, but account for just 0.||5% of the entire fleet.) Second-hand cars are particularly noxious, but even newer ones have not been as clean as hoped. Many cars that belched out few pollutants in tests produced more when on the roads.

There is a strong environmental case for the tax, which helps to reduce pollution and congestion. Drivers may delight in cheaper fuel, but not if they have to sit in miles of traffic queues and collectively hurt the environment. And unlike some other taxes, fuel duty is easy to collect. It is far less toxic than road pricing or congestion charges. It is a fairer tax than the vehicle excise duty: those who travel the farthest pay the most.|| This also makes it greener , says Stephen Joseph of the Campaign for Better Transport, a lobby group.|| And the tax is lucrative: each year fuel duty brings in around 27 billion, making it the sixth-largest source of government revenue. Mr Osborne’s policy may yet be put into reverse.
