(2)Fabricating or distorting facts, or publishing or spreading writings or opinions, or manufacturing or distributing audio and video products in order to endanger State security;

( 二)捏造、歪曲事实，发表、散布文字或者言论，或者制作、传播音像制品，危害国家安全的;

(2)Engaging in activities that endanger the security and effective utilization of military installations in the security control area surrounding the military restricted zone or within a certain distance of the military installations not included in the military restricted zone or the military administrative zone, and refusing to be stopped;

( 二)在军事禁区外围安全控制范围内，或者在没有划入军事禁区、军事管理区的军事设施一定距离内，进行危害军事设施安全和使用效能的活动。不听制止的;

(3)Engaging in activities that damage or endanger military installations.

(5)Fomenting disputes among ethnic groups or inciting national separatism in order to endanger State security; and

( 五)制造民族纠纷，煽动民族分裂，危害国家安全的;

(2)They may be imposed with a punishment of fixed-term imprisonment at least and would not endanger society if they are allowed to obtain a guarantor pending trial or are placed under residential surveillance.

(1)“Water pollution” means the introduction into a water body of any substance which alters the chemical, physical, biological or radioactive properties of the water in such a way as to affect its effective use, endanger human health, damage the ecosystem or deteriorate the water quality.

1.Projects that endanger the safety and performance of military facilities

1 ．危害军事设施安全和使用效能的项目

Where a prisoner sentenced to fixed-term imprisonment is under one of the circumstances specified in the preceding paragraph, if he has served more than a half of the original term of his sentence, and has always shown good performances during imprisonment and if his leaving from the prison will no longer endanger the society, the prison may, in light of the circumstances, permit him to leave the prison for the purpose of visiting his family members or relatives.

被判处有期徒刑的罪犯有前款所列情形之一，执行原判刑期二分之一以上，在服刑期间一贯表现好，离开监狱不致再危害社会的，监狱可以根据情况准其离监探亲。

Article 29 For cases that have violated the provisions of this set of regulations and would endanger the construction of power facilities, the power administration departments shall order the violators to correct, restore to the original and compensate for the losses.

第二十九条 违反本条例规定，危害电力设施建设的，由电力管理部门责令改正、恢复原状并赔偿损失。

Article 27 For cases that would endanger power plant equipment, power transformation facilities and power transmission lines in violation of the provision of this set of regulations, the power administrative departments shall order the violators to correct. Failure to correct shall be fined for less than RMB10,000.

第二十七条 违反本条例规定，危害发电设施、变电设施和电力线路设施的，由电力管理部门责令改正;拒不改正的，处 10000 元以下的罚款。

Article 27 The construction of bridges, wharves, roads, ferries, pipelines, cables and engineering structures for tapping or draining water which need to cut across rivers, through rivers or embankments, or to stand on rivers should conform to flood control standards, shore lines planning, navigation requirements and other technical requirements, and shall not endanger the safety of embankments, affect the stability of river conditions or impede the smooth passage of floodwater.

第二十七条建设跨河、穿河、穿堤、临河的桥梁、码头、道路、渡口、管道、缆线、取水、排水等工程设施，应当符合防洪标准、岸线规划、航运要求和其他技术要求，不得危害堤防安全，影响河势稳定、妨碍行洪畅通;

Article 25 Cutting into a mountain, cutting timber and construction on both sides of highways should not endanger the safety of highways and highway facilities.

第二十五条在公路两侧开山、伐木、施工作业，不得危及公路及公路设施的安全。

Article 69 For those who violate the provisions of Article 53 of this law by constructing building or other constructional structures, planting vegetation, or placing objects, which endanger the safety of power facilities in a power facility protection area demarcated according to law, the local people’s government shall order them compulsorily to dismantle the construction, chop the vegetation, or eliminate the objects.

第六十九条 违反本法第五十三条规定，在依法划定的电力设施保护区内修建建筑物、构筑物或者种植植物、堆放物品，危及电力设施安全的，由当地人民政府责令强制拆除、砍伐或者清除。

Article 7 A citizen has the right to report to the civil aviation public security institute any premeditated seizure or destruction of civil aviation aircraft or any other acts that endanger civil aviation safety.

Article 32 Electricity utilization by users shall not endanger the safety of power supply and utilization, nor disturb the order of power supply and utilization.

Article 32 Those who obstruct surveying and mapping personnel from carrying out surveying and mapping according to law, who damage, destroy, or remove without authorization permanent surveying markers, or who engage in other activities that endanger the safety and effective utilization of permanent surveying markers, shall be punished in accordance with the provisions of the Regulations of the PRC on Administrative Penalties for Public Security.

第三十二条 阻挠测绘人员依法进行测绘的，损毁、擅自移动永久性测量标志或者进行其他危害永久性测量标志安全和使用效能活动的，依照治安管理处罚条例的规定予以处罚。

Article 39 Any unit or individual that, in violation of the provisions of this Law, manufactures, trades in or transports guns without permission shall be investigated for criminal responsibility in accordance with the provisions of Article 112 of the Criminal Law and of the Decision of the Standing Committee of the National People’s Congress Regarding Severe Punishment of Criminals Who Seriously Endanger Public Security.

第三十九条违反本法规定，未经许可制造、买卖或者运输枪支的，依照刑法第一百一十二条和《全国人民代表大会常务委员会关于严惩严重危害社会治安的犯罪分子的决定》的规定追究刑事责任。

Article 34 People’s governments at various levels and agricultural production and operation organizations shall establish and improve the safe-use system of agricultural means of production such as pesticides, veterinary drugs and agricultural machinery which may endanger the safety of persons or livestock, and shall educate agricultural labourers to ensure safety in production.
