第二条 本法所称科技成果转化，是指为提高生产力水平而对科学研究与技术开发所产生的具有实用价值的科技成果所进行的后续试验、开发、应用、推广直至形成新产品、新工艺、新材料，发展新产业等活动。

Article 3 The term "energy conservation" as used in this Law means: enhancing management in the use of energy; adopting measures which are technologically feasible, economically rational, and, by reducing loss and waste at every stage from production through to consumption of energy, environmentally and socially acceptable in order to use energy more efficiently and rationally.

第三条 本法所称节能，是指加强用能管理，采取技术上可行、经济上合理以及环境和社会可以承受的措施，减少从能源生产到消费各个环节中的损失和浪费，更加有效、合理地利用能源。

Article 3 Teachers are professionals who exercise the functions of education and teaching and are charged with the duty of imparting knowledge and educating people, training builders and successors for the socialist cause and enhancing the quality of the nation. Article 4. Import and export of technology shall be conducted in compliance with the national policy of industry, the policy of science and technology, and the policy for social development, and shall be conducive to promoting the scientific and technologic progress in China, enhancing the development of foreign economic and technical cooperation, and safeguarding the economic and technical rights and interests of the country.

第四条 技术进出口应当符合国家的产业政策、科技政策和社会发展政策，有利于促进我国科技进步和对外经济技术合作的发展，有利于维护我国经济技术权益。

Article 1. This Law is formulated in accordance with the Constitution of the PRC with a view to ensuring the consolidation and development of the economic sector under ownership by the whole people, defining the rights and obligations of industrial enterprises owned by the whole people, safeguarding their lawful rights and interests, enhancing their vitality and promoting socialist modernization.

第一条 为保障全民所有制经济的巩固和发展，明确全民所有制工业企业的权利和义务，保障其合法权益，增强其活力，促进社会主义现代化建设，根据《中华人民共和国宪法》，制定本法。

Article 1. These Regulations are hereby formulated in accordance with the Law of the PRC on Foreign Trade (hereinafter referred to as the Foreign Trade Law)and relevant provisions of other relevant laws with a view to regulating the administration of technology import and export, maintaining the order of technology import and export, and enhancing the national economic growth and social development.

第一条 为了规范技术进出口管理，维护技术进出口秩序，促进国民经济和社会发展，根据《中华人民共和国对外贸易法》(以下简称对外贸易法)及其他有关法律的有关规定，制定本条例。

Article 1 This Law is enacted in accordance with the Education Law and the Labour Law, for the purpose of implementing the strategy for revitalizing the country by means of science and education, developing vocational education, enhancing the quality of workers and promoting the socialist modernization drive.

This Law is formulated in accordance with the provisions of the Constitution of the PRC with a view to improving the protection, management and development of grasslands and ensuring their rational use; protecting and improving the ecological environment; modernizing animal husbandry; enhancing the prosperity of the local economies of the national autonomous areas; and meeting the needs of socialist construction and the people’s life.

第一条　为了加强草原的保护、管理、建设和合理利用，保护和改善生态环境，发展现代化畜牧业，促进民族自治地方经济的繁荣，适应社会主义建设和人民生活的需要，根据 中华人民共和国宪法，制定本法。
