Article 8. The local people’s governments at various levels shall be responsible for conducting general surveys of grassland resources within their respective administrative areas and formulating plans for the development of animal husbandry , which shall be incorporated into the plans for national economic development, in order to improve the protection of the grasslands, promote their development and ensure their rational use, and increase the capacity for raising livestock on the grasslands.

第八条　地方各级人民政府负责组织本行政区域内的草原资源普查，制定草原畜牧业发展规划并纳入国民经济发展计划，加强草原的保护、建设和合理利用，提高草原的载畜能力。

Article 8 Local people’s governments at various levels shall support returned overseas Chinese and the family members of overseas Chinese to invest in the establishment of industrial and commercial enterprises, in the development of barren hills, waste lands and beaches, or to engage in the agricultural, forestry, animal husbandry , sideline and fishery production.Their lawful rights and interests shall be protected by law.

第八条　归侨、侨眷投资兴办工商企业，投资开发荒山、荒地、滩涂，或者从事农业、林业、牧业、副业、渔业生产，地方各级人民政府应当给予支持，其合法权益受法律保护。

Article 28 Any unit or individual within an epidemic area shall observe the stipulations of the people’s government at or above the county level and its animal husbandry and veterinary administrative department for the control and extermination of the animal epidemic.

第二十八条疫区内有关单位和个人，应当遵守县级以上人民政府及其畜牧兽医行政管理部门依法作出的有关控制、扑灭动物疫病的规定。

Article 22 The State shall guide agricultural production and operation organizations or agricultural labourers to adjust the structure of agricultural production according to market demands, ensure steady growth of cotton and grain production, achieve all-round development of crop-plantation, forestry, animal husbandry and fishery, and develop an agriculture with high yield, good quality and high benefits.

第二十二条 国家引导农业生产经营组织和农业劳动者按照市场的需求，调整农业生产结构，保持粮棉生产稳定增长，全面发展种植业、林业、畜牧业和渔业，发展高产、优质、高效益的农业。

Article 22. The farming and animal husbandry department under the State Council shall, in accordance with this Law, formulate rules for its implementation and shall submit them to the State Council for approval before they are put into effect.

第二十二条　国务院农牧业部门根据本法制定实施细则，报国务院批准后施行。

Article 22 In the case of an animal epidemic of Class II, the animal husbandry and veterinary administrative department under the local people’s government at or above the county level shall delimit the epidemic point, the epidemic area and the threatened area.

第二十二条发生二类动物疫病时，当地县级以上地方人民政府畜牧兽医行政管理部门应当划定疫点、疫区、受威胁区。

Article 27 In the case of an epidemic disease contracted commonly by both human beings and livestock, the animal husbandry and veterinary administrative department, the public health administrative department and other units concerned shall exchange information on the epidemic situation and shall take control and extermination measures in time.

第二十七条发生人畜共患疫病时，有关畜牧兽医行政管理部门应当与卫生行政部门及有关单位互相通报疫情。畜牧兽医行政管理部门、卫生行政部门及有关单位应当及时采取控制、扑灭措施。

Article 24 In the case of an animal epidemic of Class III, the people’s government at the county or township level shall organize the prevention and purification of the epidemic according to the plans for animal epidemic prevention and the provisions of the animal husbandry and veterinary administrative department under the State Council.

第二十四条发生三类动物疫病时，县级、乡级人民政府应当按照动物疫病预防计划和国务院畜牧兽医行政管理部门的有关规定，组织防治和净化。

Article 20. If anyone damages the vegetation of the grasslands by cutting or digging sand-fixation plants or other wild plants or by moving away soil in violation of the provisions of this Law, the people’s governments at the township level and the farming and animal husbandry departments of the people’s governments at the county level shall have the power to stop him and order him to restore the vegetation and compensate for the losses. A fine may be imposed in serious cases.

第二十条　违反本法规定在草原上砍挖固沙植物和其他野生植物或者采土，致使草原植被遭受破坏的，乡级人民政府或者县级人民政府农牧业部门有权制止，并责令恢复植被，赔偿损失;情节严重的，还可以处以罚款。

Article 2 “Agro-techniques” mentioned in this Law refer to the scientific research results and practical techniques to be applied to crop cultivation, forestry, animal husbandry and fishery, including techniques of breeding good strains,

Article 2 “Income from production and business operations” mentioned in Article 1, paragraph 1 and paragraph 2 of the Tax Law means income from production and business operations in manufacturing, mining, communications and transportation, construction and installation, agriculture, forestry, animal husbandry , fishery, water conservation, commerce, finance, service industries, exploration and exploitation, and in other trades.

第二条 税法第一条第一款、第二款所说的生产、经营所得，是指从事制造业、采掘业、交通运输业、建筑安装业、农业、林业、畜牧业、渔业、水利业、商业、金融业、服务业、勘探开发作业，以及其他行业的生产、经营所得。

Article 9. The state shall encourage scientific research in animal husbandry on the grasslands in order to raise the scientific and technological level in this field of endeavour.

第九条　国家鼓励草原畜牧业科学研究，提高草原畜牧业的科学技术水平。

Article 9 Any unit or individual that has made achievements or contributions in animal epidemic prevention or scientific research on animal epidemic prevention shall be rewarded by the people’s government or the animal husbandry and veterinary administrative department.

第九条在动物防疫工作、动物防疫科学研究中做出成绩和贡献的单位和个人，由人民政府或者畜牧兽医行政管理部门给予奖励。

Article 6 The animal husbandry and veterinary administrative department under the State Council shall be in charge of animal epidemic prevention throughout the country.

第六条国务院畜牧兽医行政管理部门主管全国的动物防疫工作。

Article 30 Supervising agencies for animal epidemic prevention shall, in accordance with the national standards, the trade standards and quarantine measures set by the animal husbandry and veterinary administrative department under the State Council, and in the light of the objects to be quarantined, carry out the quarantine of animals and animal products.

第三十条动物防疫监督机构按照国家标准和国务院畜牧兽医行政管理部门规定的行业标准、检疫管理办法和检疫对象，依法对动物、动物产品实施检疫。

Article 3. The department of farming and animal husbandry under the State Council shall be in charge of administration concerning the grasslands in the whole country. The departments of farming and animal husbandry of the local people’s governments at the county level and above shall be in charge of administration concerning the grasslands in their respective administrative areas.

第三条　国务院农牧业部门主管全国的草原管理工作，县级以上地方人民政府农牧业部门主管本行政区域内的草原管理工作。
